In 1934, Mikhail-Emmanuil Vainer graduated from the Azerbaijan Industrial Institute with a degree in mechanical engineering. From 1938 to 1939, he headed the mechanical shop at the “Paris Commune” ship repair plant in Baku.
Between 1939 and 1943, Vainer served as an operative officer in the NKVD–NKGB of the Azerbaijan SSR. In 1943–44, he managed Machine Gun Plant No. 425 in Baku and was director of the Ordzhonikidze Plant in Baku from 1944 to 1945. From 1945 to 1955, he worked as QCD head at the Mikoyan Diesel Plant in Melitopol.
After relocating to Riga in 1955, he worked until 1966 as deputy head and later head of the mechanical shop, QCD head, and chief technologist at the Riga Diesel Engineering Plant. From 1966 to 1974, he headed the plant’s patent and technical information department. From 1974, he was retired.
In 1945, following a dispute with neighbors that escalated into a serious altercation, Vayner faced criminal charges. The case was dismissed by the People's Court of the Zheleznodorozhny District of Stalinabad, but the incident led to his expulsion from the Communist Party.
