She completed ten grades at Kharkiv Secondary School No. 49 (1929–1939). She studied at the Kharkiv Medical Institute (1939–1941), was evacuated to Omsk, where she graduated from the medical institute (1941–1943). She worked as a clinical resident at the Omsk Medical Institute (1943–1945). In 1945 she returned to Kharkiv, then moved to Chernyakhovsk in Kaliningrad Region, where she was a homemaker (1945–1948).

She worked as a physician in Chernyakhovsk at the railway hospital (1948–1953) and at a military hospital (1953–1955). She was again a homemaker (1955–1956), then worked as a physician at a military hospital (1956). After moving to Riga, she was a homemaker (1956–1957), worked as a physician at the Melluzi Sanatorium (1957), and later at Riga Polyclinics Nos. 7 and 12 (1957–1985).

In marriage to Pierre Lvovich Khazan (1921, Kazatin, Vinnytsia Region, Ukraine), they had a daughter, Ludmila Petrovna Krislav (née Khazan) (1946, Kharkiv), and a son, Vladimir Petrovich Khazan (1955, Chernyakhovsk, Kaliningrad Region).

Beginning in 1980, Stasya Meilikhova repeatedly petitioned for permission to travel to the United States to visit her daughter, who emigrated to Israel in 1978 and later moved to the United States. Permission for a 60-day trip was granted in 1988.
