The available documents contain no information about his parents or education. It is known that before 1963 Pierre Khazan served in the military and was transferred to the reserve in 1976.

He worked in Riga as senior radiologist at the District Military Hospital (1963–1978), and later as head of the X-ray department of the Railway Anti-Tuberculosis Dispensary of the Baltic Railway (1978–1987).

In marriage to Stasya Abramovna Meylikhova (1921, Kharkiv), he had a daughter, Ludmila Petrovna Krislav (née Khazan) (1946, Kharkiv), and a son, Vladimir Petrovich Khazan (1955, Chernyakhovsk, Kaliningrad region).

Beginning in 1980, he repeatedly petitioned for permission to travel to the United States to visit his daughter, who had emigrated to Israel in 1978 and later moved to the United States. Permission for a 60-day visit was granted in 1988.
