Abram Levinshtein was born into the family of workers Elya Simonovich Levshtein (1885, Dvinsk – 1957, Riga) and Elka Khatskelevna Levshtein (1897, Dvinsk – 1970, Riga). He completed seven grades at Dvinsk Secondary School No. 4 (1941). He was evacuated with his parents and sister to the Urzhum district of Kirov region, where he worked at the “Dneprostroy” kolkhoz (1941–1942). After completing courses, he worked as a tractor driver at the Urzhum MTS (1942–1943). He served in the Soviet Army (1943–1944, 1st Latvian Reserve Rifle Regiment, Moscow Military District) and was demobilised due to illness (1944). He then worked again as a tractor driver at the Urzhum MTS (1944).

After returning to Daugavpils, he completed courses and worked as a driver for the construction and restoration division of the Latvian Railway (1944–1945). He was a driver at the Daugavpils Forestry Enterprise (1945–1946). After causing a traffic accident, he was sentenced to three years’ imprisonment and served his sentence in Jelgava (1946–1948).

He later moved to Riga, where he worked as a driver for the Radio Information Committee (1949–1952) and as a practical driving instructor at the Training Centre of the Ministry of Motor Roads of the Latvian SSR (1953–1972).

He and Sheina Elyaevna Levshtein (née Kur) (1932, Riga) had a son, Gennady Abramovich Levshtein (1954, Riga), and twins, Asya Abramovna Levshtein (1958, Riga) and Ilya Abramovich Levshtein (1958).

In 1972, Abram Levinshtein received permission to emigrate to Israel, where his wife’s uncle, Auva Davidovich Shamir (1901, Jerusalem), was living.
