Elkovskiy Meyer Abramovich (4.09.1920, Riga) — lathe operator. In 1939, completed 9 grades of Jewish school. In 1936–39 — student at the Jewish vocational school in Riga. In 1940–41 — fitter-mechanic at the “Sarkana Tekstilniece” plant. In 1941, evacuated to Bukhara. In 1942–45 — sergeant, sniper-scout in the 123rd Rifle Regiment of the Soviet Army, fighting on the 2nd Baltic Front. After being wounded, was demobilised. In 1946 — wood-turner at the “Veka” cooperative in Riga. In 1947 — mechanic at the Riga Tobacco Factory No. 2. In 1947–48 — wood-turner at the “Soyuzlestorg” enterprise in Riga. From 1948 — wood-turner at the combine of the Proletarian District of Riga. In 1956, appointed foreman; from 1960 — workshop master. His marriage to Elkovskaya (Sverdlova) Estera (1926, Gostini village, Daugavpils District) produced sons Elkovskiy Aba (1947, Riga) and Elkovskiy Sharl (1961, Riga). Awarded medals “For Valour,” “For Victory over Germany in the Great Patriotic War of 1941–45,” “20 Years of Victory,” and “For Valiant Labour to Mark the 100th Anniversary of the Birth of V.I. Lenin.” In 1969, E., in collaboration with the set-up operator Birknieks Harijs of the Riga children's and school furniture production association, submitted rationalisation proposal No. 653 for the manufacture of a semi-automatic machine for marking folding rulers, which was approved by the combine's management. The semi-automatic machine was manufactured and subsequently successfully used in the production of folding rulers. The management of the Borshchiv stationery factory in Ternopil Oblast was also interested in obtaining such a semi-automatic machine. The Riga management refused to accept the Ternopil colleagues' order. As a result, the Borshchiv factory management arranged directly with E. and his partner to manufacture the semi-automatic machine. It was manufactured using the equipment and materials of the Riga production association and transferred to the Borshchiv factory without the knowledge of local management. In 1972, the semi-automatic machine was seized by the OBKHSS officers, brought to Riga and placed in storage at the children's and school furniture enterprise. For the undisclosed manufacture of the semi-automatic machine, E. and Kh. Birknieks were charged with committing an offence under Art. 148 pt. 1 of the Latvian SSR Criminal Code. The defendants admitted their guilt and reimbursed the damage caused to the enterprise. In view of mitigating circumstances, in 1973 it was decided not to initiate the relevant criminal proceedings. E.'s parents, Elkovskiy Abram (1887 — 1941, Riga) and Elkovskaya Ts. (1888 — 1941, Riga), perished in the Holocaust. In 1971, E. received permission to emigrate to Israel at the invitation of his wife's second cousin, Ritvo (Kazimir) Fanya (1922, Limbaži).
