Zivs (Sivs) Samuil Lazarevich (b. 1921, Ventspils, Latvia) — orientalist, Africanist, jurist.

Doctor of Law (1962), Professor (1966). In 1944 Samuil Zivs graduated from Tashkent Law Institute (1944). From 1948 — research fellow, in 1964–69 — head of sector, from 1969 — deputy director of the Institute of State and Law of the USSR Academy of Sciences.

Participant in World War II. Took part in numerous national, all-Union, and international scholarly conferences. Corresponding member of the International Academy of Comparative Law (since 1971). Member of various public organizations, including deputy chairman of the Anti-Zionist Committee of Soviet Public Figures.

Awarded the title Honored Scientist of the RSFSR (1972).
