Zingel Isaak was born on 3 September 1892 in Riga; father — Movshe. In 1903–11, studied at the Riga Alexander Gymnasium. In 1911, began studying at the Law Faculty of the University of Tartu, graduating in 1915. In June 1915, was mobilised for military service. From 10 April 1917, assistant to sworn advocate M. Dainov in Petrograd. In 1919, went to Germany, worked at various enterprises and at the directorate of the Berlin Bank.

In 1924, returned to Riga. From 8 September 1926, assistant to sworn advocate L. Vilenkin in Riga. From 31 May 1933, sworn advocate in Riga. In the 1930s, was active in the Zionist organization “Histadrut HaTsionit.” Until 1934, member of the United Party of Zionist-Socialists. Was a member of the board of the Jewish Society of Lawyers, chairman of the Riga Jewish Club.

During the Soviet occupation, in January 1941 was enrolled in the College of Advocates. At the beginning of the German occupation, was detained in the street because he protested against the mistreatment of Jews. Killed on 21 July 1941 in the building of the Riga Prefecture.

Married Dreizel Stern (born 18 February 1893); son Oscar (born 19 December 1917).
