Zeltser (Seltzer) Viktoria Mikhailovna (b. 22 May 1919, Dubossary district, Moldova) — medical worker, labourer.
Viktoria Zeltser was the daughter of Mikhail Zeltser (1891, Dubossary — 1946, Tashkent) and Perlya Zeltser (née Dekhtyar) (1893, Dubossary — 1952, Tashkent).
In 1936 she graduated from the Odessa Medical Technical School as an assistant sanitary doctor. Between 1938 and 1941 she worked as an assistant sanitary doctor at a factory canteen in Tiraspol, and in 1941 at the Tiraspol City Sanitary Station. In the same year she was evacuated to Tashkent, where from 1942 to 1946 she worked as assistant sanitary inspector at the Tashkent City Sanitary Inspectorate.
In 1946 she moved with her husband to Poland, where until 1951 she worked as a feldsher in Military Unit 21835. From 1951 to 1964 she was a homemaker. Between 1964 and 1988 she was employed at the VEF factory in Riga as distribution packer, transport worker, engineer-dispatcher, transporter, and senior warehouse clerk. From 1988 she lived as a pensioner.
Viktoria Zeltser was awarded the medals Veteran of Labour, For Valiant and Selfless Labour during the Great Patriotic War, and 40 Years of Victory over Germany in the Great Patriotic War 1941–45.
In her marriage to Zeylik Kutser (b. 1917, Tiraspol) were born two daughters: Raisa Kutser (later Klevitskaya) (b. 1939, Dubossary district, Moldova) and Maria Kutser (later Ringo) (b. 1949, Kiev). In 1987 she received permission to emigrate to Israel at the invitation of her younger daughter.
