She attended secondary school from 1930 to 1938, then worked at the haberdashery factory “A. Rosenthal” (later “Somdaris”) in Riga. During the war, she was evacuated to the Tatar ASSR, where she worked on a kolkhoz (1941–1942), before volunteering for military service.

From 1942 to 1944, Dveira Vulfovich served in the 43rd Latvian Guards Rifle Division, 123rd Regiment. She was awarded the Medal For the Victory over Germany in the Great Patriotic War 1941–1945, as well as several jubilee medals. After demobilisation, she was assigned to work in Riga with the NKGB (People’s Commissariat for State Security), serving until 1946.

From 1946 to 1962, she was a homemaker. Later, she worked as a supply manager at Kindergarten No. 79 (1962–1963), a records clerk at Secondary School No. 57 (1963–1964), and as an assembler at the Rēzekne Electronics Plant (1964–1973).

She married Mendel Shlemovich Vulfovich (b. 1911), with whom she had two daughters: Ester Mendelevna Lamina (née Vulfovich) (b. 1949) and Dina Mendelevna Vulfovich (b. 1956).

In 1973, Dveira Vulfovich received permission to emigrate to Israel, where her brothers Lev Davydovich Levin (b. 1914, Daugavpils) and Rafail Davydovich Levin (b. 1921, Daugavpils), and her sister Frida Davydovna Kilshtayn (née Levina) (b. 1917, Sarapul) were already living.
