While working, he completed evening school at Workers’ School No. 21 in 1967. From 1967 to 1969, he served in the Soviet Army. Upon demobilisation, he resumed work as a fitter at RSU MPP (1969–1971).
In 1971, Motel Veksler received permission to emigrate to Israel, where his uncle (mother’s brother) Khezkiel Ruvinovich Lapp (b. 1915, Riga) had lived since 1939, and his aunt (mother’s sister) Khae-Sora Ruvinovna Slavina (née Lapp) (b. 1919) had lived since 1966; she emigrated to Australia in 1977.
