Betiya Vapne was the daughter of Boris Levin (b. 1878, Borisov, Belarus – d. 1942, Gorky Region) and Riva Levina (née Levenberg) (b. 1890, Tukums). In 1938, she graduated from secondary school in Riga. In 1939, she completed an English language course and gave private lessons to families in Riga until 1940.

From 1940 to 1941, she worked as a translator for the NKVD of the Latvian SSR. In 1941, she was evacuated to Bogorodsky District, Gorky Region, where she continued to work as a translator for the NKVD until 1945. From 1945 to 1946, she was employed as a typist-translator at the oncology department of the Gorky Regional Hospital.

In 1946, she returned to Riga and until 1950 worked as the head of administrative services and a personnel officer at the Bolshevichka textile factory. From 1950 to 1962, she was a homemaker. In 1958, she completed a three-year foreign language course. From 1962 to 1964, she taught English at Kindergarten No. 31 of the Bolshevichka factory. From 1964, she worked as an English teacher at Kindergarten No. 71 under the Ministry of Communications of the Latvian SSR.

From her marriage to Vulf Vapne (b. 1909, Līvāni), two daughters were born: Sima Vapne (married name: Los, Evgeniya) (b. 1949, Riga) and Meri Manoim (née Vapne) (b. 1959, Riga).

Her half-sister, Meri Levenberg (b. 1906, Riga – d. 1941, Riga), perished during the Holocaust.

In 1966, Vapne and her family applied for permission to emigrate to Israel, by invitation from her husband's sister and brother, Shifra Ben (née Vapne) (b. 1914, Līvāni) and Isser Vapne (b. 1911, Līvāni).
