Vapne (Wapne) Bella Meyerovna (born 5 March 1958, Riga) – clerical worker.
Bella Vapne was born into the family of mechanical engineer Meyer Khonovich Vapne (b. 1924, Līvāni, Latvia) and clerical worker Sheva Yakovlevna Vapne (née Latvinskaya) (b. 1928, Riga).
She graduated from Riga Secondary School No. 9 in 1975. She worked as a librarian at District Military Hospital No. 289 (1975–1976), and at Latgiprobyt (1976–1977). She was head of the archive at the Central Design and Technological Bureau (CPKTB) of the Ministry of Light Industry of the Latvian SSR (1977–1978).
In 1978, Bella Vapne received permission to emigrate to Israel, where her father Meyer Khonovich Vapne (b. 1924) had been living since 1973.
