She completed six grades of primary education.

In 1941, she was evacuated to Tashkent (Uzbek SSR), where she worked as a seamstress in the workshop of the artel “Shveinik” (1941–1945). After returning to Simferopol, she was a homemaker (1945–1947), then worked as a loader in Simtorg (1947–1951).

After moving to Riga, she lived on a widow’s pension (1951–1956), worked as a seamstress in the artel “Rīgas Kooperators” (1956–1960) and at the textile combine “Saule” (1960–1961), was a machinist at the “Pioner” shoe factory (1961–1967), and worked as a cloakroom attendant at the production association “Laimdota” (1968–1978).

In marriage with Froim Gershkovich Tulchinsky (1906, Monastyryshche District — 1942, killed at the front during the Second World War), two children were born: Grigory Efimovich Tulchinsky (1934, Simferopol) and Bela Froimovna Aronson (née Tulchinskaya) (1937, Simferopol).

In 1978, Roza Tulchinskaya received permission to emigrate to Israel, where since 1972 her daughter Bela Froimovna Aronson (née Tulchinskaya) (1937) had been living.
