In 1920, she graduated from the Daugavpils Women’s Gymnasium. From 1921 to 1926, she worked as an educator at a Jewish orphanage in Daugavpils, and from 1926 to 1928 as an educator at the Daugavpils evening school.

From 1928 to 1941, she was a homemaker. In 1941, she was evacuated to the Kuibyshev region, where until 1944 she worked as a laborer at a rope factory in the village of Ekaterinovka.

In 1944, she returned to Daugavpils. From 1946 to 1957, she worked as an accountant in various institutions, including the Daugavpils Department of Culture, a veterinary clinic, and bookstores in Daugavpils.

She was married to Zalman Slivkin (1901, Daugavpils — 1967, Riga). Their daughter was Ester Portnaya (née Slivkina) (1931, Daugavpils).

In 1973, Revekka Slivkina received permission to emigrate to Israel, following an invitation from relatives of her daughter’s husband.
