Born into the family of Shirman Mordko Yankelevich (1900, Chernyakhov – died at the front of the Great Patriotic War in 1943) and Shirman Tsipa Moiseyevna (1901, Chernyakhov). He finished secondary school (1939), enrolled at the 1st Moscow Medical Institute, where he studied for three years; in 1943 he graduated from the military faculty of the Saratov Medical Institute. He fought on the Western and 1st Ukrainian Fronts (1943–1945). He was awarded the Orders “Great Patriotic War, 2nd Class,” the “Red Star,” the medal “For Combat Merit,” and has jubilee awards. He served in the Soviet Army, working as a military physician until 1963 (Hungary, Ukraine). In Riga he worked as a physician – at the “Jūrnieks” sanatorium (1964), at city polyclinic No. 7 (1964–1965), and at the 1st City Clinical Emergency Hospital (1965–1976).

His marriage to Shirman (Nenadovskaya) Tatyana Ionovna (1931, Kryvyi Rih, Dnipropetrovsk Oblast, Ukraine) produced a son, Shirman Mark Moiseyevich (1953, Riga).

In 1976 he received permission to emigrate to Israel, where his cousin, Modylevsky Leonid Khananovich (1936, Crimea Oblast), had lived since 1971, and his son, Shirman Mark Moiseyevich (1953), since 1976.
