Milman (Milmann) Girsh (Hirsch) Khatsevich (12 August 1948, Riga) — worker.

Girsh Milman was born into the family of a worker, Khatse Peisakhovich Milman (1922, Riga), and an employee, Minna Girshevna Milman (née Strashun) (1923, Dvinsk, today Daugavpils). He completed seven grades at Riga Railway School No. 2 in 1963. From 1963 to 1964 he worked as an electrician’s apprentice at the specialised construction and installation unit Zapryba. From 1964 to 1966 he was financially dependent on his parents.

In 1966–1967 he worked as a transport labourer at the REZ factory, while simultaneously completing the eighth grade at the evening shift secondary school attached to the REZ factory. From 1967 to 1969 he again remained dependent on his parents. In 1969 he worked briefly as a plumber at the electrical installation products factory. That same year he was convicted under Articles 89 and 210 of the Criminal Code of the Latvian SSR and sentenced to two years’ imprisonment, which he served in Daugavpils (1969–1971).

After his release, he did not work and supported himself independently in 1971, and subsequently was financially dependent on his wife (1971–1973). In 1973 he worked as a loader at the municipal services office of Liepāja District (Aizpute). Later in 1973 he was again convicted, under Article 204 of the Criminal Code of the Latvian SSR, and sentenced to six months’ imprisonment, serving his term in Daugavpils and Valmiera. After his release, he again supported himself independently.

He was married to Ludmila Nikolaevna Milman (née Stativka) (1951, Donetsk, Ukrainian SSR); the marriage was childless and was dissolved in 1973.

In 1974, Girsh Milman received permission to emigrate to Israel, where since 1971 his parents and his sister Lyuba Khatsevna Milman (1955, Riga) had been living.
