Khaya-Eta Miller completed her training at a tailoring workshop in Ventspils in 1936. She then moved to Riga, where until 1939 she worked as a seamstress in a private workshop. In 1939 she married Yakov Tsemel (1913–1941) from Preiļi. During the war, she was evacuated to Chuvashia, returning to Riga in 1944, and did not work until 1963. From 1963 to 1969 she worked as a seamstress at the Riga House of Fashion, and from 1969 to 1975 at the “Siluet” Production Association. From 1975 she has been retired.
In 1945 she married Vulf Miller (born 1910). In 1948 her husband legally adopted her son from her first marriage, Semen Tsemel (born 1941), giving him his surname and patronymic.
Her first husband, Yakov Tsemel (1913–1941), was unable to evacuate and was killed in the Riga Ghetto. Her father, Samuil Lopato (1885–1941), and sisters, Lea Lopato (1915–1941) and Sara Lopato (1921–1941), were killed in Ventspils in 1941. Her brother, Lev Lopato (born 1913), emigrated from Riga to Israel in 1956.
Her sons, Semen Miller (born 1941, adopted) and Anatoly Miller (born 1946), emigrated to Israel in 1970. In 1979, Khaya-Eta Miller received permission to emigrate to Israel to join her children.
