Asna-Beila Mentsovskaya was the daughter of Gersh Gershevich Khazan (born 1897, Riga) and Rachel (née Wolf) Gershevna Khazan (1901, Riga — 1967, Riga).

In 1941 she entered school in the city of Namangan. In 1945 she returned to Riga. She completed nine years of education at Secondary School No. 15. In 1957 she graduated from Riga Medical College No. 1. In 1957–58 she worked as a nurse at the 1st Riga City Clinical Hospital. While married to Sergey Ivanovich Mentsovsky (born 1926, Riga), she had a son, Benjamin Sergeyevich Mentsovsky (born 1958, Riga). In 1968 Asna-Beila Menikhovskaya and her husband applied for permission to emigrate to Israel at the invitation of her husband’s cousin, Robert Abramovich Levi (born 1914, Riga). In 1969 the marriage was dissolved, and thereafter only her former husband applied for emigration together with their son.
