Lipman (Lipmann) (also: Libman (Libmann)) Levi Isaakovich (dates of birth unknown – died after 1741) – financier, Court Jew.

Levi Lipman arrived in St Petersburg from Courland in 1721 (probable date). In 1727, he became a financial agent at the imperial court. During the reign of Empress Anna Ioannovna, he managed all finances of the Duchy of Courland, engaged in major state tax-farming operations, state procurement, and also conducted private commercial activity.

He served as Ober-Hofkommissar from 1734, and Kammer-Agent from 1736. After Ernst Johann Biron ascended the ducal throne of Courland in 1737, Levi Lipman became his closest adviser, particularly on matters relating to Russian state affairs, and served as de facto Minister of Finance of the duchy.

He continued to fulfil his duties at the court in St Petersburg even after the death of Empress Anna Ioannovna and the exile of Biron in 1741.
