In 1886, he graduated from the Mechanical Faculty of the Practical Technological Institute in St. Petersburg. From August 1910 to the end of 1915, he taught at the N. Rivosh Jewish Gymnasium in Riga. The school was evacuated to Tartu during the war. On 27 January 1919, he opened a private Jewish school on the basis of the closed N. Rivosh Gymnasium, which was known at various times as the ‘Riga Gymnasium of Engineer-Technologist Y. L. Landau,’ ‘Riga Private Gymnasium and Real School of Y. L. Landau,’ and ‘Riga Jewish Private Elementary School and Gymnasium of Engineer Y. L. Landau.’ In December 1923, he received permission from the Jewish Department of the Ministry of Education to teach chemistry, mathematics, and technological subjects in secondary school. The school was closed in August 1932. For a number of years, Yakov Landau held the position of head of the Jewish Education Department of the Ministry of Education. He perished in the Riga Ghetto.
