In the 1920s, the Kuklya family lived in Romania. Taube Kuklya completed seven grades of the Livani elementary school shortly before the outbreak of the War. She was evacuated to Armenia, where from 1942 to 1946 she trained and worked as a weaver at a worsted and woolen textile factory in Yerevan.

From 1946 to 1947, she worked as a weaver at the Riga factory “Juglas Manufaktūra.” Between 1947 and 1949, she was a sales clerk in the supply department of the Latvian Railway’s Road Administration. From 1950 to 1977, she worked as a seamstress: at the Riga District Industrial Combine (1950–1952), the Adu Galanterija Artel (1953–1956), and the Rīgas Apģērbs garment company (1960–1976).

Married to Hirsh Girshevich Kuklya (born 1927, Riga). Their daughter, Tsilya Kuklya (later Chernobrova), was born in 1950 in Riga.

Her father, Benten (Bentsion) Fogel (1898 [sometimes given as 1895], Romania–1965, Krustpils), was buried in Krustpils. Her mother, Genesa Fogel (née Varkel) (1900, Livani–1975, Riga), was buried in Riga.

Her sister, Shulama Morein (née Fogel) (born 1935), emigrated from Latvia to Israel in 1971.
