Information about her formal education is not recorded in the documents. From the late 1970s until 1990, she worked as an accountant at the Silhouette Production Association, as a senior economist at the Latvmashsnabsbyt Administration, as a technician-technologist at the RAF factory, as a fitter at the Experimental Plant of the Central Design Bureau for Mechanisation and Automation (TsPKB MA), and as a process engineer at the Riga Carriage-Building Plant.
In 1990, Katzeva received permission to emigrate to Israel, where her aunt (her father’s cousin) Rakhel Moiseevna Zakharova (née Shlosberg) (1917, Kraslava) had been living since 1983.
