Born on 5 Iyyar 5609 (27 April 1849) in Vilna.

Government rabbi from 5650 (after the departure of R. Klein). He served in this capacity for approximately 14 years until 5664 (1890–1904), when he was elected government rabbi in Vilna, his home city.

From 5669 he served as government rabbi in Riga until his passing on 23 Iyyar 5675 (7 May 1915).

An approbation from him was printed in the book Chayyei Yisrael (Riga 5671).
