Fruma Iofe was born to Faivush Ioffe and Leia Ioffe. In 1916 she was evacuated with her family to Kārsava, later moving to Riga.

From 1919 she studied at the private girls’ gymnasium of N. Vinzare, graduating in 1927. In 1928 she began law studies at the University of Latvia, graduating in 1934. During her studies she was active in the Jewish Students’ Aid Society of the University, gave private lessons, and worked at the office of attorney J. Shablovsky.

On 16 May 1934 she became an assistant attorney to J. Shablovsky, and on 5 December 1934 to V. Meerovich. On 13 March 1936 she was struck from the list of attorney assistants due to acquiring Estonian citizenship after marriage to Elia Yudeikin in 1936.
