Lev Finkman was born into the family of Meish-Ruben Girshevich Finkman (1932, Riga) and Galina Aronovna Finkman (née Stelmakh) (1937, Vinnytsia).
He received his secondary education in 1978 (Riga Secondary School No. 15).
In 1978, he received permission to emigrate to Israel, where since 1977 lived his father’s cousin Zhenya Berovna Beshkina (née Fleishman) (1936, Riga).
