Born on 14 Sivan 5622 (12 June 1862) in Vilna.

He was appointed rabbi and rabbinic decisor in New Libau in 5659 (1899).

He passed away on 14 Marcheshvan 5693 (13 November 1932), and his resting place is here.

Brother of R. Zeleg Reuven Bengis, Chief Justice of the Edah HaCharedit in Jerusalem.

Ohalei Shem, p. 105. Newspaper Primorgen, 18 Marcheshvan 5693. In the death registration records of the Liepāja community, 1909–1941, it is written he passed away on 12 Marcheshvan.
