He completed eight years of schooling in 1939 and trained as a furrier between 1939 and 1941. In 1941, he was evacuated to the Tatar ASSR. From 1942 to 1945, he served on the Eastern Front during the Great Patriotic War and was awarded the medal “For the Victory over Germany in the Great Patriotic War 1941–1945.”
After returning to Riga, he worked as a furrier:
– at Latpromtorg (1945–1949);
– at the Elektra factory (1949–1954);
– at the Taupība artel (1954–1959);
– and later at the Household Services Combine, which was subsequently reorganised into the Silhouette Association (1959–1971).
In marriage with Vera Yakovlevna Latskaya (née Dunes) (1928, Riga), he had three daughters:
– Ida Genokhovna Latsaya (1950–1968, Riga),
– Bella Genokhovna Latskaya (b. 1960, Riga),
– Sofia Genokhovna Latskaya (b. 1961, Riga).
In 1971, Genokh Latsky was granted permission to emigrate to Israel, where his cousin Aleksandr Filippovich Latsky (b. 1914, Riga) and, since spring 1971, his mother-in-law Tsira Moiseevna Moskovitz (Hamburg, in her first marriage – Dunes, in her second – Kogan) (b. 1908, Dvinsk), resided.
