Liya Zlotina was the daughter of Zita Tal (1902, Talsen (now - Talsi)). In 1967–76 worked as a cashier at the Laimdota enterprise. In 1976–90 worked as a kiosk attendant at the Riga agency Soyuzpechatʹ.

Married to Ilya Zlotin (1922, Malta, Latvia). Their children are Vladimir Zlotin (1948, Riga) and Bella Goldina (née Zlotina) (1951, Riga).

In 1990 Liya Zlotina received permission to emigrate to Israel at the invitation of Bluma Freidenson (née Kopman, previously Goldina) (1929, Dvinsk).
