Zelkin (Selkin) Hirsh (Hirsch) (b. 1880, Vitebsk) — public figure.

A long-time resident of Riga, Hirsh Zelkin was active in public life for over 30 years. Zelkin was an active member of the People’s Kitchen Society and Heider Metukan. From the beginning of Latvian independence, he engaged in extensive communal work. He served on the board of the first Riga Zionist community. From 1920 he was continuously a member of the Riga City Social Welfare Commission; from 1922, a member of the Trade and Taxation Commission; and from 1928, a member of the Riga City Council (Duma). He was regularly elected to various municipal committees.

Zelkin served for many years as chairman of the council of the Chamber of Commerce and Industry. He was one of the founders and chairman of the Moishav Zekeinim (Old Age Home Society), under whose initiative the Moishav Zekeinim building was constructed. He took an active part in many Riga philanthropic societies, especially those focused on children’s welfare, such as Beis Yesomim (Orphans’ Home) and children’s boarding schools.

A respected leader of the Zionist community, he was awarded the Order of the Three Stars for his contribution to economic development, and a second decoration was conferred upon him by the Riga City Council on the occasion of the opening of the Moishav Zekeinim building.
