From 1919 to 1921, Isaak Vinogradov served in the 1st Soviet Regiment named after Starostin, and subsequently worked for the Vinnytsia Provincial Cheka until 1923. Between 1923 and 1924, he served as secretary of a district committee of the Ukrainian Komsomol (LKSM). From 1924 to 1936, he worked within the cooperative system: as head of the cultural department at the district Union of Food Industry Workers, chairman of a district consumer cooperative council, and chairman of the board of a closed workers' cooperative.

From 1936 to 1941, he was Deputy Director for Administration and Facilities at the Teacher Training Institute in Vinnytsia.

He participated in combat during the II World War from 1941, serving as company political commissar in NKVD troops and later as head of a club in various military units. He was wounded in action. For his military service, he was awarded the Order of the Patriotic War, 2nd Class, and six medals.

From 1947 to 1958, he worked as chairman of an artel of a disabled persons’s cooperative in Rēzekne. In 1960, he moved to Riga, where he was employed as a shoe repair master at the “Rīgas Apavnieks” enterprise. From 1962 to 1967, he worked as an assembler at the Riga Electromechanical Plant.
