Smotkina (née Livshits) Noemi Moiseevna (6 October 1900, Riga) — homemaker.

From 1914 to 1920 Noemi Smotkina worked as a shop assistant in private shops in Riga. After her marriage, she did not return to employment and remained a housewife. During the years of evacuation she lived in Gorky, returning to Riga in 1945.

Her mother, Lea Livshits (date of birth unknown — 1920), died long before the war. Her father, Moisei Livshits (date of birth unknown — 1941), and her sisters Ita Liber (née Livshits; date of birth unknown — 1941) and Khaya Livshits (date of birth unknown — 1941) were killed in the Riga Ghetto in 1941.

From 1957, Smotkina’s daughter Lea Segal (née Smotkina; 1925) lived in Israel. In 1964, Noemi Smotkina and her husband Iosif Smotkin (1895) applied for permission to join their daughter in Israel.
