Shneer Mikhail Zalomonovich (26.10.1946, Riga) – driver. His mother is Shneer Buna Zamuelevna (1917, Varakļāni, Latvia); there is no information about his father in the documents (he was born out of wedlock). He completed 7 grades of Riga's 8-Year School (1961), was an unskilled laborer at the “Erglis” shoe factory (1961–1963), an auto mechanic at the Riga Parks and Gardens Trust (1963–1965), and served in the Soviet Army (1965–1968, Kaliningrad, Šiauliai, Lithuanian SSR); after demobilization he worked as a driver at ATP-2 (1969–1971), and was a driver at the Riga Taxi Motor Depot (1971–1973).

In his marriage to Shneer (née Buls) Gunta Petrovna (1948, Riga), son Shneer Eduard Mikhailovich (b. 1970, Riga) and daughter Shneer Bella Mikhailovna (b. 1972, Riga) were born.

In 1973 he received permission to emigrate to Israel, where his aunt (his mother's sister) Kopman (née Shneer) Tsiva Samuilovna (1910, Varakļāni) had been living since 1972.
