Lazar Rubinstein was born in Riga into the family of the sworn advocate Grigory Rubinstein (see entry); his mother was Vera (also Dvora, née Presman).

After graduating from the Riga City Gymnasium in 1913, he studied law at the University of Cambridge until 1914, and in 1915–1917 at Petrograd University. In 1919 he graduated from the Faculty of Law of Tomsk University.

In 1921 he returned to Latvia. In 1922 he again studied law at the University of Cambridge. From 7 February 1923 he worked as assistant to his father, the sworn advocate G. Rubinstein, in Riga. From 21 November 1928 he practised as a sworn advocate in Riga. He was active in the Russian Legal Society.

During the Soviet occupation, in January 1941 he was admitted to the Collegium of Advocates. He was killed in Riga during the German occupation in 1941.

In 1925 he married Anna Bogutskaya (born 12 October 1893).
