Vulf Ovin graduated in 1914 from the Kiev Commercial Institute with the title of Middle Candidate of Economic Sciences (equivalent to an intermediate academic degree in economics).

After World War I, he led the work of the American Joint Distribution Committee (the “Joint”). In 1923, he was elected as a voluntary member of the Association of Jewish Credit Cooperatives in Latvia, which took over the work of the Joint. Founder and director of the Mutual Credit Society within the Trade and Industry Association. Member of a political association from its inception. Chairman of commissions for 26 hospital funds.

Vulf Ovin was actively involved in nearly all local Jewish cultural organizations. Collaborated with the local press, publishing articles on industry and economics.
