Elka Novik was born to Hirsh Katz (1873, Ludza – 1941, Riga), a feldsher, and Sofya Katz (1877, Ludza). In the 1920s, her parents moved to Rēzekne. In 1929, she graduated from the basic Jewish school in Rēzekne, and in 1933 from the Jewish secondary school. From 1933 to 1940, Elka Novik worked as a knitter at the Diana hosiery factory in Riga.

In 1941, she was evacuated to Chuvashia, where until 1942 she worked as a cultural organiser at the Krasny Molot artel for disabled persons in Cheboksary. Between 1942 and 1945, she was a cultural organiser at the Taezhny state farm in Krasnoyarsk Krai. After returning to Latvia in 1945, she worked as a teacher at the Yungov school in Riga until 1946. From 1948 to 1951, she worked as a home-based worker at the Glavutylsyryo enterprise. From 1951, she was a home-based worker and coat-making master at the Fantaziya artel, and later a seamstress at the Latvia firm.

Elka Novik was a member of a Jewish Zionist organisation from 1929 to 1931.

In her marriage to Abram Novik (1910, Rēzekne), the following children were born: Ben-Ami Novik (1943, Vysotino village, Krasnoyarsk Krai), Tzvia Kozhemyakina (née Novik) (1946, Riga), Dveira Novik (1949, Riga), Karmila Novik (1936, Riga – 1941, Riga), Lea Novik (… , Riga – 1941, Riga), and Amos Novik (1941, Riga – 1941, Riga). The elder children perished in the Holocaust. In 1955, Elka Novik submitted her first application for permission to emigrate to Israel; it was granted only in 1971.
