Minkov Lazar (Lasar) Arkadyevich (13 August 1929, Riga) — lawyer.

Lazar Minkov was born into the family of Isaak Mendelevich Minkov (1903, Riga – 1945, killed at the front during World War II), a shoe cutter, and Rakhil Borisovna Minkova (née Lipengolts) (1904, Jaunjelgava, Latvia), an office worker. From 1936 to 1941, he studied at the Hebrew school “Ivrit” in Riga. In 1941, together with his mother, he was evacuated to Monetnaya railway station in Sverdlovsk Oblast, where he remained until 1945.

After returning to Riga, he completed secondary school in 1948 and then studied at the Latvian State University from 1948 to 1953. From 1953 to 1963, he worked as an attorney with the Bar Association of the Latvian SSR. Between 1963 and 1966, he was a legal counsel at the “Rīgas Aditājs” factory, and in 1966 at the “Rīgas Tekstils” factory. From 1966 to 1972, he worked as a senior claims engineer at the “Parīzes Komūna” combine.

He was married to Lidiya Petrovna Minkova (née Kolba) (1921, Myrhorod, Ukraine). Their daughter was Marina Lazarevna Lyukhter (née Minkova) (1954, Riga). The marriage was dissolved in 1972.

In 1972, Lazar Minkov received permission to emigrate to Israel, where his aunt (his father’s sister), Fruma Mendelevna Zilberman (née Minkova) (1907, Riga), had been living since 1938. Later, Lazar Minkov moved to the Federal Republic of Germany.
