He completed school in 1965 and a vocational technical college (GPTU) in 1966. He worked in Riga as an adjuster at an electromechanical plant (1965), then served in the Soviet Army in 1966–67 (Chernyakhovsk, Kaliningrad Region). After demobilisation he returned to Riga, where he worked as a fitter at the “Kommutator” plant (1967–68), a worker at the Youth Theatre (1969), a fitter at “Rīgagāze” (1970–71), a loader at the “Sadarbs” association (1971), at the Riga Glass and Mirror Factory (1972), and as an adjustment mechanic at a construction-repair administration (1973).

In his marriage to Lyudmila Ivanovna Lipshitsas (née Balycheva) (1947, Riga) was born their son Aron Ilyich Lipshitsas (1972, Daugavpils).

In 1972 Ilya Lipshitsas received permission to emigrate to Israel, where since 1971 his mother Katrina Grigorievna Lipshitsene and his brother Alexander Aronovich Lipshits had already been living.
