At the same time she studied in the correspondence division of Kharkov State University (1961–1967). After moving to Riga, she worked as an engineer–economist in the design bureau of the Ministry of Public Services (1968), was a worker at the Riga Dairy Plant (1968–1969), and served as senior economist and deputy head of the planning department of the Riga “Zagoplodooovoshch” office (1970–1979).

In 1979 Elena Libman received permission to emigrate to Israel, where since 1972 her husband’s relatives had lived — his mother Miryama Davidovna Libman (Fridberg) (1917) and his brother Marek Mozusovich Libman (1940, Riga).
