Isaak Levinson participated in the revolutionary movement in Latvia while still a secondary-school pupil. In 1929 he became a member of the illegal Komsomol of Latvia. He belonged to the propaganda board of the Moscow District Committee of the KSM of Latvia. He carried out propaganda work in several cells and conducted agitation work in legal workers’ organisations. In 1931, with the permission of the Central Committee of the LSM of Latvia, he emigrated to the USSR. From 1931 to 1935 he worked in Crimea as executive secretary of the editorial board of the newspaper Leninveg. In 1935 he moved to Moscow, working as a proofreader at the publishing house Emes and as a cultural-education worker in the construction committee of the Moskultstroy trust. From 1938 to 1946 he worked in the journal distribution service of GONTI and in the Moscow City Directorate of Soyuzpechat’ as a magazine selector–receiver and brigade leader–dispatcher.

In 1946 he returned to Riga and worked as a dispatcher in Motor Transport Office No. 1.
