Elka Levina was born into the family of a shoemaker, Yankel Iosifovich Kagan (1886, Dvinsk — murdered by the Nazis in 1941, Riga), and Mina Borisovna Kagan (1884, Vilnius — murdered by the Nazis in 1941, Riga). She completed eight grades of secondary school in Dvinsk (1929) and worked as a seamstress in a private workshop (1929–1936, Dvinsk). In 1936-1941 she was a homemaker in Riga.
Together with her daughter she was evacuated to Ulyanovsk, where she worked as a seamstress (1941–1946). After returning to Riga, she worked as a moulding worker at the factory Rīgas Aditājs (1946–1948), and later was a homemaker (1948–1962). She worked as a saleswoman at Jewellery Shop No. 1 (1964), at Riga City Industrial Trade No. 1 and later at Riga City Household Trade (1964–1972), and then as a canteen attendant at Canteen No. 10 (1972). Later she was supported by her daughter.
In her marriage to Abram Meerovich Yakobson (1913, Eglayne — killed in action in 1942, Leningrad Region) a daughter was born: Miryam Abramovna Lifshits (Yakobson) (1937, Riga). In her marriage to Lev Davidovich Levin (1914, Dvinsk) no children were born; the marriage was dissolved in 1962.
In 1974 Elka Levin received permission to emigrate to Israel, where since 1971 her uncle (her father’s brother) Aron Iosifovich Kagan lived, as well as her late husband’s brother, Elkhonon Yankelеvich Yakobson (1921, Ventspils), and her brother Mikhail Yankelеvich Kagan (1920).
