In 1956, she graduated from Riga Secondary Railway School No. 1. From 1956 to 1958, she studied at the Riga Polytechnic Institute. In 1961, she graduated from the Faculty of German Language and Literature of the Latvian State University, qualifying as a philologist and teacher of German.

Her first marriage, to Alexander Sherman (1939, Riga), was dissolved in 1963. In her second marriage, to Roman Levant (1938, Yartsevo village, Smolensk Region), two sons were born — Felix Levant (1964, Riga) and Alexander Levant (1971, Riga).

In 1979, Bella Levant received permission to emigrate to Israel at the invitation of her maternal uncle, Solomon (Shlomo) Segal (born 1921[?], Karsava). She lived in Kiryat Herzog and worked as an employee.
