Latsky-Bertoldi (Latzky-Bertoldi) Yaakov(Jaakov) Zeev(Seev) Volf(wolf) (1881, Kiev – 1940, Tel Aviv) — Jewish labor movement activist and journalist.

Yaakov Zeev Volf Latsky-Bertoldi studied at the Riga Polytechnic Institute but was expelled in 1901 for participating in the revolutionary movement. He then left for Germany, settled in Berlin, became a follower of Nachman Syrkin, and took part in founding the Zionist–Socialist organisation “Herut”.

In 1902, he returned to Russia and became an active participant in the Zionist–Socialist labor movement. In 1903, he co-founded the “Revival” (Vozrozhdenie) group in Kiev and, in April 1906, the Jewish Socialist Workers’ Party (SERP). Latsky-Bertoldi was a strong advocate of territorialism, the idea of establishing Jewish settlement outside Palestine.

In 1908, he went to New York, where he conducted negotiations concerning Jewish emigration. He published extensively in the party press in Yiddish.

After the February Revolution of 1917, he became one of the leaders of the Folkspartei (Jewish People’s Party). In 1918, he briefly served as Minister for Jewish Affairs in the government of the Ukrainian Directorate.

In 1920, he emigrated to Germany, where he continued to pursue the search for suitable territories for Jewish settlement. Between 1923 and 1925, he toured Jewish colonies in South America for this purpose. He authored the Yiddish book “Aynvanderung in di yidishe yishuvim in Dorem Amerike” (Immigration to the Jewish Settlements in South America, 1926).

In 1925, Latsky-Bertoldi settled in Riga, where he published the daily Yiddish newspapers Dos Folk and Frimorgn.

By the late 1920s, he had become disillusioned with territorialism and adopted a Zionist position. At the end of 1925, he immigrated to Eretz Israel, joined the Mapai party, and became active in the Jewish labor movement. He served as Deputy Director of the Histadrut Archive and contributed numerous articles to the Hebrew and Yiddish press.
