Meir Simcha Katz-Kagan was born in 1843 in the Vilna Governorate. In 1887, he began his 40-year service as a Mitnagdim rabbi in Dinaburg, Vitebsk Province (later Dvinsk, now Daugavpils). An outstanding rabbi and theologian, he was involved in charity work and taught at a yeshiva. He died in 1926. His theological works include ‘The Light of Joy’ (Warsaw, 1902, 1904, 1910), ‘Long Wisdom’ (Riga, 1927) and two works in Israel (1948); the rest were lost during World War II.
