Mikhail Herman was born to Bentsion Khaimovich Herman (b. 1914, Dagda – killed in action or, according to other sources, reported missing in 1945) and Tauba Abramovna Herman (née Trubkina; b. 1919, Dagda). While studying, worked as a paramedic at the Riga emergency medical services station (1964–1965). After graduation, he was assigned to work as a neurologist at Liepāja City Hospital (1966–1967). He later worked in the same capacity temporarily at Riga City Hospital No. 6 and at the VEF factory’s medical unit (both in 1968).

In 1971, Mikhail Herman received permission to emigrate to Israel, where his maternal aunt, Zinaida Abramovna Weiler (née Trubkina; b. 1921), had been living since 1969.
