In 1955, she completed her schooling at Riga Secondary School No. 27. From 1955 to 1956 she worked as a tally‑clerk at the “Sarkana Zvaigzne” factory. From 1956 to 1963 she was a telegraph clerk at the Riga Telegraph Office (later renamed the Riga Telegraph‑Telephone Company). In 1961 she graduated by correspondence from the Leningrad Electrotechnical College of Communications. Between 1963 and 1978 she served as an engineer at the “Commutator” factory. In 1978–79 she returned to telegraph duties at the Riga Post Office. In 1968 she earned a degree from the Leningrad Electrotechnical Institute of Communications, specialising in telephone‑telegraph engineering. She was married to Bentsian Donde (1939, Krustpils), and their son Eduard Donde (born 1970, Riga) was born in that marriage. In 1979 Dweira Donde received permission to emigrate to Israel, invited by her husband’s brother, Meise (Moshe) Donde (born 1935, Krustpils).
