In 1938, Shmuel Blum completed 6 grades at a Jewish school in Riga. From 1938 to 1941, he worked as a cutter at Rosenthal's leather goods factory in Riga. In 1941, he served as a rifleman in the 1st Unit of the Reserve Rifle Regiment located at the Gorokhovets camps in Ivanovo Oblast. Between 1941 and 1942, he worked as a labourer at the locomotive depot at Murashi station in Kirov Oblast. In 1942, he again served as a rifleman in the 1st Latvian Reserve Rifle Regiment. From 1943 to 1945, he was a duty officer in a kolkhoz (collective farm) in the settlement of Burunday, Alma-Ata Oblast. From 1945 to 1949, he worked in the briefcase workshop of the Somdaris factory. From 1949 to 1959, he was a leather goods sorter and shoe repair cutter at the “Rekord” factory. In 1959, he was convicted by the People’s Court of the Proletarian District of Riga for attempted theft and received a suspended sentence of 6 months imprisonment with a probationary period of 2 years. From 1959 to 1968, he worked as a cutter and foreman at the “1st May” factory. From 1968, he was employed as a shoe cutter in the made-to-measure workshop of the Riga Footwear Production Association (Rīgas Apavi).

In his marriage to Rosa Blum (née Lyubotskaya) (1925, Griva), daughters were born: Khaya Vinograd (née Blum) (1948, Riga) and Tatyana Mark (née Blum) (1955, Riga). The elder daughter emigrated from Latvia in 1975 and lived in Ontario, Canada. During the Holocaust, Blum's parents — Mordukh Blum (1891, Daugavpils – 1941, Riga) and Rokhle Blum (née Ioffe) (1894, Riga – 1941, Riga), and his brother, Chaim Blum (1926, Riga – 1941, Riga) — were killed. In 1979, Shmuel Blum received permission to emigrate to Israel.
