In 1941, she was evacuated to the Suskunskiy District of Perm Province and worked as a stamping worker at a local mechanical plant's eyewear production unit. In 1945, she returned to Riga. Between 1945 and 1946, she worked at the Riga Knitted Hosiery Factory. From 1946 to 1948, she was employed in the suitcase workshop at the “Somdaris” factory. In 1948–49, she worked in haberdashery at the DORURS industrial plant. In 1950, she was a general worker in the haberdashery department at the “Galalit” artel. From 1950 to 1955, she worked in the handbag department at the “Somdaris” plant. Between 1958 and 1961, she was employed at the “Rekord” shoe factory. From 1962 to 1979, she worked as a hand stitcher and machine seamstress at the “Sadarbs” factory (“Rigas Apgerbs”).
Rosa was married to Shmuel Blum (1924, Riga). They had two daughters: Khaya Vinograd (née Blum) (1948, Riga) and Tatyana Mark (née Blum) (1955, Riga). The elder daughter emigrated from Latvia in 1975 and lived in Ontario, Canada. In 1979, Rosa Blum was granted permission to emigrate to Israel.
