In 1854 he moved to Mitava (now - Jelgava), where in 1861 he opened a public school for Jewish boys. In 1864, at the request of the St. Petersburg Jewish community, he founded the first Jewish school in St. Petersburg, which he ran until the end of his life. In 1869 - 1882 he taught Judaism at the Kolomna Female School (St. Petersburg).

In 1879 Lazar Berman founded the weekly journal ‘Russian Jew’; until 1883 he published it jointly with H. Rabinovich, in 1883-84 together with L. Kantor. He compiled a manual on Jewish law, ‘Fundamentals of the Mosaic Law’, recommended by the Ministry of Public Instruction as a manual for schools teaching Judaism, and wrote the book ‘St. Petersburg Jewish Schools’.
