Arsh Shlem Girshevich (1907 – ?) – shoemaker, member of the communist underground.

He was an associate of G. P. Nakhmanovich (CPSU member since 1928), R. O. Lapin (CPSU member since 1926), and K. G. Shitz (CPSU member since 1929).

From 1920, Shlem Arsh worked as an apprentice preparing shoe materials, later becoming a shoemaker under private employers in Riga. In 1925, he became active in leftist shoemakers’ trade unions. By 1931, he was a board member of the shoemakers' trade union. Acting on behalf of the underground Communist Party of Latvia, he organised and led a strike of shoemakers. He spoke at impromptu rallies and distributed illegal literature.

The Latvian government repeatedly repressed him. On 10 July 1931, Shlem Arshhe was arrested while distributing communist proclamations and, in 1932, was sentenced by the Riga District Court to three years in prison. After his release, he continued his activities.

Shlem Arsh became a member of the CPSU in 1940 and participated in the Second World War. He was wounded multiple times on the front lines and was demobilised in 1944 due to disability.

From 1945 to 1972, Shlem Arsh worked in the shoe industry, serving as a factory workshop manager and later as a department head at the Pirmais Maijs footwear production association.

Shlem Arsh was awarded six medals and, in 1972, received the Order of the October Revolution. He was a personal pensioner of republican significance.
