Zel (Seel) Grigory Mikhailovich Zel (30 April 1952, Riga) — engineer.
Grigory Zel was born into the family of Mikhail (Michel) Yakovlevich Zel (1921, Riga) and Meri Israelevna Munits (1922, Riga). He studied at Riga Secondary School No. 18 (1959–1963), Riga Secondary School No. 35 (1963–1969), and graduated from the Riga Polytechnic Institute (1969–1974). Until 1975, he worked as an engineer at the State Territorial Institute for the Design of Industrial Enterprises “Latgiproprom.”
In 1975, he received permission to emigrate to Israel, where since 1971 his fiancée, Bella Yakovlevna Makhinson (1953, Riga), had been living.
